Homeland Security Presidential Directives 5 and 8 requires States to adopt and implement NIMS and Incident Command System (ICS). Additionally, to remain eligible for federal preparedness grants, the State of Alabama must meet annual NIMS compliance requirements. Governor Riley signed Executive Order (EO) 24 on February 10, 2005 which established the National Incident Management System (NIMS) as the standard for incident management. NIMS provides: (1) a consistent, flexible and adjustable national framework within which government and private entities at all levels can work together to manage domestic incidents, regardless of their cause, size, location or complexity. This flexibility applies across all phases of incidnet management: prevention, preparedness, response, recovery and mitigation; (2) a set of standardized organization structures - including the ICS, Multi-Agency Coordination Systems and public information systems - as well as requirements for processes, procedures and systems to improve interoperability among jurisdictions and disciplines in various areas.
